
Telangana’s Budget Session Arrangements
The commencement of Telangana’s budget session. The duration of this session shall be determined during the Business Advisory Committee (BAC) meeting, slated subsequent to the Governor’s address on Thursday.
The forthcoming budget session of the Telangana Legislative Assembly and Council is slated to kick off on February 8.
The proceedings are scheduled to commence at 11:30 am on Thursday with a collective address by Governor Dr. Tamilsai Soundararajan to the members of both the Assembly and Council. The budget will be unveiled by Deputy Chief Minister and Finance Minister Mallu Bhatti Vikramarka on February 10. The duration of the budget session will hinge upon the deliberations of the Business Advisory Committee (BAC) following the Governor’s address on Thursday.
The inaugural budget session under the aegis of the Congress Government is anticipated to be marked by turbulence, with the principal opposition gearing up to assail the tardiness in fulfilling the six assurances pledged by the Congress during the electoral campaign. The issue of relinquishing control of Telangana’s projects to the Krishna River Management Board (KRMB) is projected to loom large during the session.
Chief Minister A Revanth Reddy is poised to proclaim the implementation of two supplementary assurances: a gas cylinder for Rs 500 and complimentary electricity for consumption up to 200 units during the budget session. BRS President and erstwhile Chief Minister K Chandrashekhar Rao is also expected to partake in the budget session in his capacity as the Leader of the Opposition. He was unable to attend the previous Assembly session owing to undergoing treatment for hip replacement surgery.
In the interim, elaborate preparations have been orchestrated to ensure the seamless execution of the budget session. A comprehensive review session involving Legislative Council Chairman Gutta Sukhender Reddy, Assembly Speaker Gaddam Prasad Kumar, and Legislative Affairs Minister D Sridhar Babu was convened to deliberate on the preparations, encompassing security measures.
Chairman Sukhender Reddy underscored, “Interrogations posed by members of the Legislative Council and Legislative Assembly necessitate prompt responses. A designated focal officer should be appointed, and concerted efforts must be made to guarantee the smooth functioning of the sessions. It is imperative that the proceedings remain within the confines of decorum,” he appended. He disclosed that, pursuant to Chief Minister Revanth Reddy’s recommendation, the relocation of the Legislative Council to the former Assembly edifice was resolved upon. “Our objective is to conclude the logistical matters in this regard expeditiously,” he affirmed.
Law enforcement officials have been directed to adopt stringent measures pertaining to the security of both the Assembly and Council, encompassing the safeguarding of Members of the Legislative Assembly (MLAs) and Members of the Legislative Council (MLCs). Vigilance will be upheld with regard to sit-ins and demonstrations anticipated during the assembly session. Appropriate precautions will be implemented to forestall the ingress of crowds of visitors into the premises.
The Chairman stressed the necessity of ensuring the absence of protocol-related issues for MLAs and MLCs. Deputy Chairman of the Legislative Council Banda Prakash, Whips Adluri Laxman and Birla Ilaiah, Chief Secretary Shanti Kumari, DGP Ravi Gupta, Legislature Secretary Dr. Narasimha Charyulu, and other senior officials were also in attendance during the deliberations
Last year budget was 2023-2024 –
Total expenditure (excluding debt repayment) in 2023-24 is targeted at Rs 2,77,690 crore. This is an increase of 23% over the revised estimate of 2022-23. This expenditure is proposed to be met through receipts (excluding borrowings) of Rs 2,39,455 crore and net borrowings of Rs 46,318 crore.
Telangana government proposes Rs 2,90,396 crore budget outlay in 2023 -2024 financial year. In 2022-2023 , it was 2.56 lakh crore.
