Hyderabad — Telangana BJP president N.  Ramachander Rao has  declared that the party is determined to clinch the Jubilee Hills by-election and present the triumph as a symbolic gift to Prime Minister Narendra Modi. According to Rao, once the BJP candidate is finalized — a decision he expects within two to three days — the party will immediately initiate a door-to-door campaign across the constituency.

At a gathering of BJP leaders and workers from Greater Hyderabad districts held at the party’s state office in Nampally, Rao expressed firm belief in his party’s ability to wrest victory in Jubilee Hills. He urged party functionaries to begin groundwork without delay, emphasizing that intensive grassroots outreach would be crucial to achieving success.

Rao’s announcement frames the bypoll not merely as a contest for a local seat, but as a tactical move in the BJP’s broader political ambitions. By tying the Jubilee Hills fight to Prime Minister Modi, Rao positions the contest as a medal for the BJP’s performance and as a reflection of its national leadership’s appeal.

As part of the organizational strategy, Rao has asked leaders, volunteers, and booth-level workers to mobilize immediately for house visits, public meetings, and voter engagement drives. The urgency of the campaign suggests the BJP views this by-election as a high-stakes opportunity to expand its footprint in urban Telangana.

While Rao remains confident, the candidate for the BJP has not yet been publicly announced. According to media reports, several names are under consideration, and internal committees are in the process of evaluating options. 

Accusations Against Congress and BRS

In his address, Rao launched scathing attacks on both the Congress and the Bharat Rashtra Samithi (BRS), accusing them of engaging in vote-bank politics rather than delivering development. He argued that while both parties frequently dangle welfare promises, they have repeatedly failed to follow through for the Backward Classes (BCs).

Rao criticized the BRS for pledging to transform Hyderabad into a “world-class city” but failing to initiate meaningful infrastructure work. He said the Congress, meanwhile, regularly lobbied for power through grand promises but offered little in the way of implementation once in office. Through this narrative, Rao sought to portray the BJP as the only party capable of combining electoral appeal with genuine governance.

He also cautioned party workers to remain alert to what he described as a covert understanding between the BRS and Congress in this by-election, suggesting that those two parties might tacitly cooperate to counter BJP’s challenge.

The Congress has meanwhile selected V. Naveen Yadav as its candidate. Yadav, 41, is an architect by education and has been involved in social and sports organizations. He has contested the same seat previously—once on an AIMIM ticket and again as an independent—before rejoining Congress in 2023. 

Naveen Yadav has faced recent legal scrutiny: the police have registered a case against him for allegedly distributing voter ID cards (EPICs) and violating election rules, following a complaint by the Electoral Registration Officer.

The BJP, as noted, has yet to officially declare its candidate, but is said to have formed internal committees to propose names and is weighing options from among local party leaders. 

Election Logistics & Voter Base

The Election Commission of India (ECI) has scheduled the Jubilee Hills bypoll for November 11, 2025, and the counting of votes will take place on November 14.

Nomination filing will open on October 13 and close on October 21, with withdrawals permitted until October 24

The constituency has around 3.99 lakh (399,000) registered voters, including 2,07,382 male, 1,91,593 female, and 25 transgender voters. 

Political analysts regard the Muslim vote bloc—which accounts for nearly 30% of the electorate—as a key swing factor. Both Congress and BRS are expected to aggressively court this demographic. 

Given historical patterns, the contest is likely to be triangular, with BJP, Congress, and BRS each aiming for dominance. Smaller parties and independents may also enter, but the spotlight is firmly on these three players.

Another challenge lies in countering allegations and legal complications. The case against Naveen Yadav over voter ID distribution may become a recurring issue in Congress-BJP skirmishes and influence voter perception. of tacit cooperation or non-competition between Congress and BRS, as hinted by Rao, could complicate BJP’s strategy. Whether or not such an alignment materializes remains to be seen.
